Decarb now shows how complete and reliable the data behind each building's plan is, lets you add a single project straight from an Action Plan, supports 2025 as a baseline year, and labels misalignment more clearly.
This article will help you:
- Read the data quality behind a building's Action Plan
- Add data quality columns to Portfolio Summary
- Add one project to an Action Plan
- Use 2025 as a building's baseline year
- Understand the misalignment labels
Data quality on a building's Action Plan
At the top of a building's Action Plan, above Impact Simulation, a Data quality card shows four measures for the period from the plan's baseline year to today.
The Data quality card at the top of a building's Action Plan
| Measure | What it means |
| Gaps | Periods where expected meter readings are missing, including meters whose latest reading is more than 90 days old. Missing data understates consumption and can make CRREM alignment look better than it is |
| Outliers | Readings flagged as unusually high or low in usage or cost compared with the meter's history and comparable buildings. Unresolved outliers can distort the decarbonization pathway |
| Meter Completeness | The share of expected days that have actual consumption data, across the building's meters. Below 80%, treat results as provisional until the data is filled in |
| Floor Area Coverage | The share of the building's floor area covered by at least one active meter. Low coverage means the results reflect only part of the building |
Select the info icon next to each measure for its definition. A measure that can't be loaded shows a dash and doesn't stop the rest of the page from working.

To fix gaps and outliers, work through them in Data Manager. See Data Health: gaps, outliers and account issues. Counts there can differ slightly, because Data Manager's lists use their own date range.
Data quality on Portfolio Summary
Portfolio Summary can show the same four measures for every building.
1. Open Portfolio Summary.
2. Select Columns, turn on Gaps, Outliers, Meter Completeness and Floor Area Coverage, then select Apply. They're hidden by default.
3. Optionally filter Meter Completeness or Floor Area Coverage by a minimum or maximum percentage. Type the number, for example 92 for 92%.

Each building's measures run from its own Action Plan baseline year to today. They fill in a moment after the table loads, and they're included when you export to Excel.

Add a single project to an Action Plan
1. On a building's Action Plan, select Add Single Project. To import many projects at once, use Add Projects in Bulk instead.
2. Fill in the form's four sections: Summary, Status & Timelines, Financial Impact and Annual Energy & Carbon Savings. Required fields are marked with an asterisk.
3. Save. You'll see Project successfully created. The project appears under Not Included.
The Add Single Project form
To include a project in the plan, it needs a project cost, annual cost savings, a project lifetime, annual GHG savings and annual energy savings. Project lifetime isn't required when you create the project, so if Include in Action Plan is greyed out, edit the project and fill in the missing fields.
Projects scheduled before the current calendar year aren't included in Action Plan metrics. Reviewers can't add projects.
Use 2025 as a baseline year
You can now use 2025, as well as 2022, 2023 and 2024, as a building's CRREM baseline year.
1. On the building's Action Plan, select View Settings. Action Plan Settings opens on the right.
2. Select Edit.
3. Under Baseline Year, choose a year in Current Baseline Year.
4. Under Scenarios, check the Current Scenario for that year.
5. Select Save, or Cancel to leave the settings as they were.
The list shows only the years that have results for the building, newest first. 2025 appears once the building has 2025 results.

Misalignment labels
A building's misalignment year is the first year, from this year on, in which its projected intensity reaches or exceeds its CRREM target. Portfolio Summary and the building's chart now always show the same misalignment year, in one of these ways:
| Label | Meaning |
| Currently Misaligned | The building is already above its target line this year |
| Misalignment Point – year on the chart, or just the year in the table | The building is projected to reach its target line in that year |
| Never Misaligns | The building stays below its target line throughout the planning period |
| n/a | The year isn't known, for example because the building is ineligible, data is missing, or it has no target |
On a building's Action Plan, the Impact Simulation chart marks the misalignment point for the status quo and for the plan, against the CRREM target line.

Portfolio Summary headline figures and Misalignment Risk Over Time
Buildings shown as n/a sort to the bottom of the Portfolio Summary table. Even when a building shows n/a, the This Action Plan line on its chart still updates as you change the plan.
Common questions
Which CRREM version does Decarb use? CRREM v2.05.
Why does my building show n/a? Decarb doesn't have what it needs to calculate a misalignment year: the building is ineligible, data is missing, or it has no target. Check the Data quality card first.
Why can't I choose 2025 as the baseline year? The building doesn't have 2025 results yet. Once its 2025 data is in and calculated, 2025 appears in the list.
Why are Meter Completeness and Floor Area Coverage blank in Portfolio Summary? They couldn't be loaded for that building. Try again later. If the table notes that some buildings were left out, the portfolio is larger than these measures can load at once.
