Data Collection shows the ways utility data can reach Measurabl. Bill Upload lets you send us utility bills directly: from Data Collection, from a data gap, or from a meter's page. Bulk Import loads meter readings from a spreadsheet.
This article will help you:
- Upload utility bills and follow them through processing
- Fill a data gap by uploading the bill that covers it
- Load readings in bulk from a spreadsheet
Before you start
- You can upload bills for buildings that already have a Connect or Bill Upload account, if your role allows bill upload. If Bill Upload is greyed out, you don't have access to it yet. Contact Measurabl Support at support@measurabl.com.
- The Building list only shows buildings that have a utility provider set up and where your role allows bill upload.
- Have the bill files ready: PDF, JPG, JPEG or PNG, up to 10 MB each, up to 10 files at a time.
The Data Collection page
In the side navigation, select Data Manager > Data Collection. The page opens as Collect and shows each way data can come in: ENERGY STAR®, Connect, Bill Upload and Bulk Import. ENERGY STAR® and Connect are marked Coming soon. Options you can't use yet appear greyed out.

Upload bills
1. On Data Collection, select Bill Upload. The Upload tab opens.
2. Under Building, start typing the building name and select it from the list.
3. Under Utility Provider, select the provider the bill is from. The list shows the providers set up for that building.
4. Drag files onto the drop area, or click it to browse. Each file you add is listed below the drop area. Select the bin icon to remove one.
5. Select Upload Bills.

If the provider's bills are also collected through Connect, you'll see a note: Bills for this provider are also collected through Connect. Uploading a bill fills a gap now. Upload anyway if you don't want to wait for Connect.

Track your uploads
After uploading, you're taken to the Upload History tab. It lists each upload with its building, provider, file name, status, who uploaded it and when. An upload of several files shows the number of files.
Upload History with each upload's status
| Status | Meaning | What to do |
| Processing | We've received the bill and are reading it | Nothing. Check back later |
| Processed | We've finished reading the bill | Check the meter for its readings |
| Invalid | We couldn't read this file | Check the file is a clear, complete bill and upload it again |
| Wrong Provider | The bill belongs to a different provider than the one you selected | Upload it again with the right provider |
Upload a bill to fill a gap
For meters collected through Connect or Bill Upload, you can upload the missing bill straight from the gap.
1. Go to Data Manager > Data Health > Gaps and select the gap. It opens in a panel on the meter's page.
2. In the Upload Bills section, check the building, provider, account number and the period the bill should cover.
3. Add the bill files and select Upload Bills. Select Upload More to add others.
4. The files appear under Uploaded for this gap, with their status.
The gap closes once the bill's readings are recorded. Select View in Upload History to follow progress.

Upload a bill from a meter's page
On the page of a meter collected through Connect or Bill Upload, select Upload Bills above its readings. Readings appear on the meter once each bill is processed.
Load readings with Bulk Import

2. On the Bulk Templates tab, find Energy & Water Meter Readings and select Download Template.

Common questions
My building isn't in the Building list. The list only shows buildings that have a utility provider set up and where your role allows bill upload. Ask your portfolio administrator.
I get "You do not have permission to upload bills for this building." Your role doesn't include bill upload for that building. Contact your portfolio administrator.
Some files weren't added. Each file must be a PDF, JPG, JPEG or PNG of 10 MB or less, and you can add up to 10 at a time.
Bill Upload is greyed out. Bill Upload isn't turned on for you, or your role doesn't include bill upload. Contact Measurabl Support at support@measurabl.com, or ask your Portfolio Manager.
How long does processing take? Most bills finish within a few minutes. Bills that need a check by our team take longer. An upload shows Processing until we've finished reading it. Check Upload History for its status.
Will I be told when a bill is processed? No. You won't get an email or alert for each bill. Follow its progress on the Upload History tab, where each upload shows its current status. If we can't read a bill, an Invalid Bill account issue also appears in Data Health.
Can I cancel or delete an upload? Not in Navigate. For an Invalid bill, upload a corrected file. For Wrong Provider, upload it again under the right provider.
What if I upload the same bill twice? Both uploads are accepted. If they create overlapping readings, the reading is flagged as an outlier, Duplicate in Same Meter, so you can delete the duplicate.
Can I upload a bill for an account that isn't set up yet? No. Bill Upload only lists buildings and providers that are already set up. Contact Measurabl Support at support@measurabl.com to add an account.
Whose uploads does Upload History show? Every upload in the portfolio, not only yours.
Does uploading a bill change the gap's status? No. The gap stays open and closes once the bill's readings are recorded.
Can I undo a bulk import? Not in Navigate. Contact Measurabl Support at support@measurabl.com. A reversed import shows when it was reversed and by whom.
Can I upload a multi-page bill, or several bills in one file? Each file is processed as one bill, and every page is read, so multi-page bills are fine. A file that holds several separate bills isn't split, so upload each bill as its own file.
What about a bill that covers several meters or accounts? It's handled as one document, and we capture the readings for each meter. If a meter doesn't clearly match your account, our team checks it before the data is added.
Which utilities, countries and currencies are supported? You can upload bills from any utility provider that's set up on the building. Costs are captured in USD, CAD, AUD, EUR, GBP, BRL, DKK, CHF, MXN and NZD.
Does a person look at my bills? Most bills are processed automatically. A Measurabl team member reviews a bill before its data is added if key details can't be read reliably, such as the account number, statement date, provider, currency or billing period, or if the file may not be a utility bill. While a bill is being reviewed, it shows as Processing.
