Data Health brings together the issues that could make your energy and water data less trustworthy, so you can find and clear them in one place. Working through these lists regularly keeps your data complete and accurate for reporting.
This article will help you:
- Find gaps, outliers and account issues across your portfolio
- Change the date range you're looking at
- Assign a gap to someone and fill it
- Review an outlier and dismiss it when the reading is right
Open Data Health
In the side navigation, select Data Manager > Data Health. Choose one of four lists:
| List | What it shows | Typical next step |
| Gaps | Periods where a meter has no reading | Add the missing reading, or upload the bill |
| Outliers | Readings that look unusually high or low compared with what we expect | Correct the reading, or dismiss the outlier if it's right |
| Account Issues | Problems with a utility account, such as access or connection issues, and the gaps they cause | Follow the Action Needed for the account |
| Closed Issues | Gaps, outliers and account issues that have been resolved or dismissed | Review what's been closed |

You'll also find each building's gaps, outliers and account issues on its Building Detail tabs.
Choose a date range
Each list shows issues within an Issue Date Range. By default, that's the last 90 days.
1. Open the date range above the list.
2. Pick a start and end date. The earliest date you can pick is January 1, 2022.
3. Select Apply.
Select Reset to go back to the last 90 days. The range carries across the Data Health lists as you move between them.
Work through gaps
The Reading Gaps table shows each gap's status, assignee, building, meter, period, expected usage and the Action Needed to close it. Use the column options to add more, such as gap duration or responsibility.

Assign a gap. Select the gap to open it in a panel on the meter's page. Under Issue Details, select Edit and choose an Issue Assignee.
Fill a gap. Add the missing reading on the meter's page. For meters collected through Connect or Bill Upload, you can also upload the bill that covers the period. See Data Collection and Bill Upload.
Review outliers
The Reading Outliers table shows each outlier's usage alongside its expected usage and its cost. Select an outlier to open the reading.
An outlier open in its panel, with its description, status, assignee and the reading
- If the reading is wrong, correct it against the bill.
- If the reading is right, dismiss the outlier. Under Issue Details, select Edit, set Issue Status to Dismissed and choose a Dismissal Reason: Data from bill is accurate, Data is inaccurate but unable to resolve or Other. If you choose Other, you must add a note of up to 255 characters.
You can set an outlier to New, In Review or Dismissed. Measurabl sets Pending and Resolved, and once an outlier has either status it can't be changed.
Check account issues
The Account Issues table lists each affected account, its provider and building, the issue, its category, when it was created and the action needed. Select the Related Gaps count to see the gaps that issue is causing.
See what's been closed
Closed Issues has separate tabs for outliers, gaps and account issues. Each shows resolved and dismissed issues, when they were closed and by whom. Dismissed outliers also show their dismissal reason.
Common questions
Can I download these lists? Yes. Select Export on any list. The button appears once the list has rows. On Closed Issues, each tab exports separately.
Why don't I see an issue I expected? Check the Issue Date Range. Issues outside it aren't shown.
Why can't I change an outlier's status? It's Pending or Resolved, which Measurabl sets, or your role doesn't allow editing issues.
Does the assignee get notified? Yes, by email. Assignments are grouped into one email per person per portfolio, sent about half an hour after the first assignment.
Can I dismiss a gap? No. A gap closes when the missing reading is added or, where the Action Needed says so, when the meter is deactivated. Only outliers can be dismissed.
How are outliers found? A daily check compares each reading's usage, cost and dates with that meter's own history and with statistics from comparable meters across Measurabl. It flags readings that are unusually high or low, have an unusual cost per unit, have implausible dates, or duplicate another reading. Readings from 2022 onward are checked. See Outlier Overview for more.
What types of gaps are there? A Gap is a missing period between two readings. An End Gap means a meter has no readings since a date. See Issue Types in Data Manager for more.
What does Responsibility mean? It shows who is working on a gap: Measurabl, Customer or Unassigned. Gaps on Connect meters that Measurabl is handling are set to In Review and assigned to Measurabl.
How soon does a fixed gap close? Gaps are rechecked as soon as you add, edit or delete a reading in Navigate, and every meter is rechecked daily. Outliers update once a day.
Can I assign or dismiss several issues at once? No. Issues are assigned or dismissed one at a time.
Does Data Health cover waste? No. It covers energy and water.
Who can work on issues? Anyone who can see a building can see its issues. Portfolio and Group Managers and Members can assign gaps. Site Managers can assign gaps on their buildings if the portfolio's Site Manager permissions allow it. Dismissing an outlier needs permission to edit meter readings. Reviewers can only view.
How do I fix a Connect account issue, such as a password failure? Updating Connect login details in Navigate is coming soon. Until then, update them in Core: select the grid icon at the top left of the side navigation, then Core. In Core, open Connect for the portfolio, select the utility provider's card, and edit the username and password under Provider Credentials. See Issue Types in Data Manager for what each account issue means.
